Under HUD’s current “risk-based” MOR model, properties earning a higher MOR rating and that have a non-elevated risk rating are subject to fewer MORs, with some exceptions.
New HOTMA regulations have added another level of complexity. In addition, HUD will soon be releasing revisions to the MOR audit forms and the Occupancy Requirements Handbook (i.e., the HUD-9834 form and HUD Handbook 4350.3).
